Lubbesthorpe New Town

Leicester Forest East Residents Action Group

LFE RAG     LUBBESTHORPE      LFE RESIDENTS ACTION GROUP     LFE RAG

Welcome to the website of LFE Residents' Action Group. The Residents' Action Group was started to resist the Blaby District Council's Plans to create Lubbesthorpe New Town, a development of 4,500 houses adjacent to the Parishes of Leicester Forest East, Enderby and Braunstone Town.

The development, which will be equivalent in size to Market Harborough and twice the size of the existing Leicester Forest East area will accommodate three primary schools and one secondary school. It is planned that 30% of the houses will be designated as affordable housing and the amount of traffic emanating from the site is likely to be in excess of 6,000 vehicles.

The present road structure of Leicester Forest East, Braunstone Town and Enderby are already overwhelmed by traffic at peak periods and are subject  to Air Control Management Area monitoring, because of significantly high pollution levels, which in certain areas of the parish, are in excess of defined UK and EU pollution limits for NOx .

By the closing date, September 10th 2009, over 600 objections had been received by Blaby District Council from residents of LFE and the surrounding parishes. These objections mainly centred on traffic congestion, air and noise pollution and concern for the loss of countryside, arable farming land and habitats for wildlife. The weight of these objections has contributed to Blaby District Council delaying their submission to the Secretary of State, by approximately three months.

The Residents' Action Group has been making good use of this delay, by seeking out further information from Blaby District Council Planning Department and from Environmental officers, together with discussions with LFE Parish Council, Braunstone Town Parish Councils and English Heritage.

We are now looking for VOLUNTEERS to help us fight this development, who have SKILLS or QUALIFICATIONS in the following field.

News in Brief:  Update 12th March 2010

On 22nd  February 2010 Blaby District Council Cabinet Executive recommended that a new Local Development Scheme be  submitted to the Secretary if State.  One of the key effects of this decision is that the Core Strategy which had originally been proposed for submission in September 2009 has now been re-scheduled for February 2012 with a Public Consultation in Nov/Dec 2011.  Further details and the reasons for this decision may be found clicking the above link viz Latest News
David Lock Associates representing the developers ,are believed to be submitting a Planning Application for the site at Lubbesthorpe in June 2010.  It is likely that they will be holding public presentations in April or May.  Currently they are holding discussions with LCC on transport considerations.

Loss of Green Wedges?  A Outline Application has been submitted for a major development at Glenfield on the site known as SUE A.  This proposed development is called Glenfield Park and has been submitted by Wilson Bowden.  It is of a substantial size and  consists of  an employment development site of 30 hectares max., and 250 dwellings.  Should this application be successful it will have a  material effect on the Green Wedge between Kirby Muxloe and Glenfield and add to the already significant  coalescence of village settlements within Blaby District.  For further details follow the above link:viz, Maps & Scroll Down

An update of the Air Pollution statistics has been updated for 2009, however it is stressed that these figures are preliminary and final results will be available at the end of April.  They do however raise questions as to why the pollution levels have fallen so significantly without any apparent action to reduce traffic flow! Follow the above link, viz:  MAPS

The future of  the Green Wedges surrounding Leicester Forest East, Enderby, Kirby Muxloe, Glenfield, Ratby, Groby and Anstey should be of serious concern to all residents in these villages. The loss of the green wedges, which, importantly act as a ‘green lung’ by absorbing traffic pollution, cannot be over emphasised.

To illustrate this ‘planning creep’ a map is available and can be accessed by following the above link, viz: MAPS  & Scroll Down.

Residents of all the aforementioned villages are urged to make their concerns know to their Parish, District & County Councillors and their MP’s.  Recently, concern has also be raised in Leicester on the matter of traffic pollution.  Unless  steps are taken now the villages will merge together, lose their identity, and because of there proximity to the City boundary merge into Greater Leicester!
